By
now you have heard that the Board has approved a Two-Way Enrichment
Bilingual Program for West View Elementary School beginning in the
fall of 2004. This program has been researched thoroughly, and schools
just like West View that have implemented the program have seen
the academic achievement of all students increase significantly.
I know there are lots of questions regarding the program and the
impact of the decision on staff throughout the district. Doug Banner
and I will be visiting work groups across the school district to
explain the program in greater detail and answer questions for any
interested staff members. |

A
GIVING ORGANIZATION |
A
big thank you to all school district employees who once again have
contributed to the annual United Way drive. The staff at West View
Elementary had the highest percent of participation in the program,
and they were treated to a home cooked breakfast by the district
administrative team. Congratulations West View and thanks to all
staff for extending your generosity to our community! |

THE
GIFT OF GIVING |
| All
across the school district I have observed incredible generosity
as staff and students alike have contributed to special programs
to help those less fortunate enjoy the holidays. Food baskets, clothing,
and gifts of all sizes and shapes will make this holiday season
special for many families in our community. |

2003-2004
ENROLLMENT |
| Enrollment
for our school district so far in the 2003-2004 school year is 3,454
FTE compared to 3,445 FTE in the 2002-2003 school year. If enrollment
maintains throughout the rest of the year, we should reach our budgeted
average of 3,450 FTE students. Data throughout the entire ESD shows
that in all counties, Snohomish, Skagit, Whatcom, and Island, there
is no growth, and in some cases, a decline of student enrollment.
Perhaps this is due to the economy and the loss of Boeing jobs. |

| Congratulations
to district staff for the outstanding way that the Skyward Program
was implemented throughout the school district. Jeff Drayer, Director
of Assessment and Human Resources, coordinated the smooth transition
process and is to be congratulated. Staff from the Northwest Regional
Data Center, who assisted with the implementation, tells us that
the transition in the Burlington-Edison School District was the
smoothest of all the districts that they have worked with in the
ESD. Thanks to everyone for your patience and positive attitude
as we transition to the Skyward Program! |

The
work we do in education is very demanding and stressful, yet extremely
rewarding. All of us together are making a very important difference
in the lives of our students as we prepare them for the future.
I wish each of you a very restful, relaxing holiday with your friends
