ARTICLE I - NAME

The name of this organization shall be the Burlington-Edison Education Association.

ARTICLE II  - PURPOSE

The purpose of the Burlington-Edison Education Association shall be to advance the interests of the profession of teaching and to promote the cause of education in the Burlington-Edison School District and the State of Washington.

ARTICLE III  - MEMBERSHIP

Section 1
The membership of the Burlington-Edison Education Association shall consist of a class of active members and other such classes as may be provided in the Bylaws.  The Constitution and Bylaws shall prescribe eligibility of membership in such classes.
Section 2
Membership shall be open to all certificated staff of the Burlington-Edison School District who are employed in non-supervisory positions as defined in the bargaining agreement.  Additional classifications of membership are defined herein within the bylaws.
Section 3
Membership shall be subject to review and discontinuance as provided in the Constitution and the Bylaws.
Section 4
Membership shall not be denied to individuals on the basis of race, creed, national origin, or sex.
Section 5
Any person who transfers into the district during the current year, is a paid-up member in the local from which he is transferred and meets the other WEA membership requirements, shall be given all rights and privileges until the end of the WEA membership year.  The particular membership is only authorized when the other local offers, and states in writing, that a reciprocal membership agreement will be offered, on a like basis in the Burlington-Edison Education Association transferee.  Written communication by the applicant showing all such qualifications shall activate membership.
Section 6
The membership year and the fiscal year shall be coincident, September first to August thirty-first, inclusive.
Section 8
Only active members shall have the right to vote, to seek and hold an elective position in the Association.

ARTICLE IV - DUES AND ASSESSMENTS

Section 1
The annual dues of an active member hall not exceed .45% of one percent of the District base salary for the preceding year.  Dues must be paid for the entire year, and except as provided in the Bylaws, may not be prorated a partial year’s membership.  Dues may be collected in installments, as provided by the Burlington-Edison Education Association Board, but the termination prior to the payment of all installments shall not excuse the payment of the balance of the dues.
Section 2
Payment of the state, local, and national dues shall be accompanied and conditional upon payment of each.
Section 3
The Burlington-Edison Education Association may levy special assessments on its members as provided in the Bylaws.
Section 4
The membership year shall be the same as the fiscal year of the Washington Education Association.

ARTICLE V - EXECUTIVE BOARD

Section 1
Determination of the policies and programs of the Burlington-Edison Education Association shall be vested in the Executive Board elected as hereinafter provided.  The Executive Board shall adopt a set of standing rules.  The Executive Board meet at least once a month at a time and place set forth by the president and may meet in special session at the direction of the Executive Board, or by petition of at least ten percent of the general membership.
Section 2
The Executive Board shall consist of at least one delegate from each faculty unit within the district for the first eight members; such faculty unit shall be entitled to an additional delegate for each eight active members of the Association or major fraction thereof. 

Delegates to the Executive Board shall be elected by secret ballot after open nominations.  The Executive Board shall provide uniform rules and procedures to assure compliance with the Constitution and Bylaws of the local, WEA, and NEA, including those applicable provisions relative to one-person-one-vote ethnic minority representation.
Section 3
Additional delegates may be elected at large by a secret ballot by the membership in order to comply with the requirements of the Burlington-Edison Education Association Constitution and Bylaws for ethnic minority representation.  Nominations for at-large delegates for these positions shall be by ethnic minority members.  At-large delegates shall take office upon their election and serve for a one-year term; they may be re-elected if the at-large position is still required.
Section 4
Only active members of the Association shall be eligible to be delegates or to vote for the election of delegates and such members shall vote in one faculty unit only.

ARTICLE VI  - OFFICERS

Section 1
The officers of the Burlington-Edison Education Association shall be the President, Vice-President, Secretary, and Treasurer.
Section 2
All officers shall be elected by secret ballot following open nominations for terms of one year by the general membership.  In the event the President is unable to serve for his full term of office, the Vice-President shall assume the office of the President for the balance of the unexpired term.  If a vacancy occurs for any other office, the Executive Board shall call a special election to fill that vacancy for the balance of the unexpired term.
Section 3
Officers shall assume office at the end of the Convention of the National Education Association with the exception of the President, who will continue in office until the new contract is ratified, if ratification is later than the end of the Convention.

ARTICLE VII  - COMMITTEES AND COMMISSIONS

Section 1
Committees may be authorized by the Executive Board and may be abolished by the authorizing body.  The membership term, and number of members of the committee, shall be determined by the Executive Board.
Section 2
Commissions may be authorized or abolished by the Executive Board.  The membership term, and number of members of the Commissions, shall be determined by the Executive Board for each Commission.

ARTICLE VIII  - PARLIMENTARY AUTHORITY

Section 1
The current edition of Sturgis Standard Code of Parliamentary Procedure governs this organization in all parliamentary situations that are not provided for in the law or in its charter, Constitution, Bylaws, or adopted rules.

ARTICLE IX  - AMENDMENTS

Section 1
This Constitution may be amended by an annual or special meeting of the General Membership by a two-thirds  (2/3) vote of all delegates present and voting; provided (1) that the amendment shall have been proposed in writing at the meeting next preceding the one at which the action is taken, and (2) provided further that the text of the proposed amendment shall have been published in an official publication of the Burlington-Edison Education Association or a written copy furnished to each member by the Association.

ARTICLE X - AFFILIATION

Section 1
The Association shall be affiliated with the National Education Association, the Washington Education Association, and the Fourth Corner UniServ Council under the respective rules of each organization.
