ARTICLE I - GOALS

Section 1
To work for the welfare of school children, the advancement of education, and the improvement of instructional opportunities for all.
Section 2
To develop and promote the adoption of such ethical practices, personnel policies, and standards of preparation and participation as mark a profession.
Section 3
To unify and strengthen the teaching professions and to secure and maintain the salaries, retirement, tenure, professional and sick leaves, and other working conditions necessary to support teaching as a profession.
Section 4
To enable members to speak with a common voice on matters pertaining to the teaching profession and to present their individual and common interests to the Board of Education and other legal authorities.

ARTICLE II - MEMBERSHIP

Section 1
Enrollment blanks embodying the unified plan of membership shall be furnished by the State Association.
Section 2
There shall be the following classes of membership in the Burlington-Edison Education Association:

  1. ACTIVE MEMBERSHIP shall consist of all certificated staff of the Burlington-Edison School District who are employed in non-supervisory positions, as define in the bargaining agreement.
  2. RESERVE MEMBERSHIP shall be limited to any person who is otherwise eligible for active membership but is on limited leave of absence from professional education work.  Reserve members shall adhere to the Code of Ethics of the Education Profession.
  3. STUDENT MEMBERSHIP shall be limited to any person who is not certificated as and/or employed as an educator and who is enrolled in a college or university program.
  4. RETIRED MEMBERSHIP shall be limited to any person who has retired from teaching or other educational work.
  5. ASSOCIATE MEMBERSHIP shall be limited to any person (such as teacher aides) not eligible for other classes of membership and not engaged actively in the education profession.

Section 3
Continuing membership shall be subject to discontinuance in the case of a member whose dues are not paid by January 1, or who has not authorized the deduction of such installments thereof.
Section 4
Membership shall be terminated by expulsion or suspension or a member may be censored in accordance with the WEA Constitution for a violation of the Code of Ethics, or for refusing to abide by the WEA Constitution and Bylaws.

 

ARTICLE III - DUES AND ASSESMENTS

Section 1
Local, state, and national dues shall be payable to the Treasurer in September or through the automatic payroll authorization program.
Section 2
The membership year shall be the same as the fiscal year of the Washington Education Association.
Section 3
The annual dues of the teachers who present proof as substitute teachers shall be one-third of the dues for other active members.  The annual dues of any Student Member shall be one-tenth of the dues for active members and adjusted in the amount to the nearest whole dollar.  The annual dues of any person eligible for Reserve Membership shall be $1.00.  The annual dues of any Retire Member shall be $1.00 except that persons who have retired for ten years are exempt from paying dues.  The annual dues of an Associate Member shall be one-third of the dues for active members adjusted in amount to the nearest whole dollar.
Section 4
Special Assessments may be levied by a two-thirds (2/3) vote of the Executive Board.

ARTICLE IV - COMMITTEES AND COMMISSIONS

Section 1
A majority of all members of a Committee or Commission shall constitute a quorum.
Section 2
All reports to be made for consideration of the Executive Board should be submitted in final form to the President not later than two (2) weeks before the meeting of the Executive Board.  All reports should be mailed to the buildings and authorized Executive Board delegates not later than one (1) week before the meeting of the Executive Board.
Section 3
Committees and Commissions shall receive their charges from the President, as approved by the Executive Board.
Section 4
Committees and Commissions members are expected to be active members of the Committees and Commissions to which they are appointed.  Non-participation of a member shall constitute that member’s resignation when so determined by the President.

ARTICE V - QUORUM

Section 1
A majority of their members shall be a quorum for the Executive Board and Committees.
Section 2
One-third (1/3) of the active membership constitutes a quorum.

ARTICLE VI - DUTIES OF OFFICERS

Section 1 - PRESIDENT

  1. Presides over meeting of the Executive Board
  2. Appoints chairmen and members to the Standing Committees with the exception of the Professional Rights and Responsibilities Committee; all committees are subject to the approval of two-thirds of the Executive Board
  3. Appoints special committees with the approval of the Executive Board
  4. Is an ex-official member of all committees and commissions
  5. Represents the Association before the public either personally or through delegates

ARTICLE VI  - DUTIES OF OFFICERS continued

Section 2 - VICE-PRESIDENT

  1. Serves as President of the Association when the President requests it or is absent
  2. Works in areas specified by the President
  3. Becomes President when the Presidency becomes vacant
  4. Is UniServ Council representative

Section 3 - IMMEDIATE PAST PRESIDENT

  1. Advises the Executive Board
  2. Assists the President at the latter’s request

Section 4 - SECRETARY

  1. Keeps accurate minutes of all meetings of the Executive Board and general meetings
  2. Maintains official files
  3. Assists the President with Association correspondence
  4. Files all correspondence and publications of the Association

Section 5 - TREASURER

  1. Holds the funds of the Association and disburses them upon authorization of the Executive Board
  2. Maintains a roll of members
  3. Transmits amounts due to the WEA and UniServ Council
  4. Keeps accurate records of receipts and disbursements
  5. Reports to each meeting of the Executive Board
  6. Prepares an annual financial statement for publication to the members as directed by the Executive Board
  7. Keeps the Executive Board informed of the financial condition of the Association
  8. Assists the Budget Committee in the initial drafting of the annual budget

ARTICLE VII - DUTIES OF THE BUILDING REPRESENTATIVES

Section 1
The Building Representatives shall be the liaison between the Representative’s building and the central organization of the B-EEA, performing all duties and responsibilities pertaining thereto.

ARTICLE VIII - AMENDMENTS

Section 1
These Bylaws may be amended at any annual or special meeting of the Executive Board by a two-thirds (2/3) vote of all officials delegates present and voting.  All amendments to these Bylaws shall be voted on a by a secret ballot.
